The answer

Who should attend the survey?

The best person to join a survey is someone who knows how the building is used and what goes wrong day to day. Drawings and bills cannot explain a freezing meeting room, an unreliable shower or why the hall is only occupied twice a week.

What should you bring?

Gather fuel and electricity bills, opening and booking calendars, current heating details and any plans or past advice. Arrange safe access to the plant, meters, roof or loft where relevant. Note defects and complaints by room, not only a general statement that the building is expensive to run.

What should the survey answer?

It should distinguish immediate maintenance or control issues from longer-term upgrades, identify the evidence needed for a technical option and flag permissions or funding questions. A useful result tells the committee what to do next, what is uncertain and what should not be priced until more is known.
