CARES eligibility support

Could your community building qualify for CARES?

FLO can review your group, building and proposed work against the published CARES starting rules before you plan detailed work.

Every property is different. The free survey checks what is possible before you commit to a system.

The answer you need

What should be checked before starting a full CARES application?

Check whether your organisation can apply, whether it owns or has a qualifying lease on the building, how the community uses the space and whether the proposed work fits the current fund. Local Energy Scotland makes the eligibility decision.

The property-specific checks

What will FLO check for your property?

We use these details to work out what is practical, what needs more investigation and what the next step should be.

01

Your organisation

Check the formal name and legal status your group would use to apply.

02

Building

Check title or lease, community access, utilisation and responsibility for works.

03

Measures

Test the proposed heat, solar or storage route against current published conditions.

The next step with FLO

What will your assessment and quote cover?

Good to know

Questions you may have.

Can an unincorporated organisation apply?+

The current guidance contains specific conditions. Confirm the legal route directly with Local Energy Scotland before commissioning substantial work.

Can a tenant charity apply?+

Potentially, where the lease and permissions meet the current requirements. Check the remaining term, break clauses and rights for the proposed equipment.

Does being a charity guarantee eligibility?+

No. The organisation, building, use and project scope are all relevant, and the fund makes the final decision.

What might change the recommendation?+

FLO can organise technical evidence but cannot approve eligibility, reserve funding or guarantee an award. Current fund guidance and written decisions remain authoritative.
