Do we need an independent consultant before applying?
Not always. CARES allows routes with and without independent advice, but your organisation still needs to show why the proposed work, system size and chosen quote suit its building.

When might independent advice help?
An independent adviser can compare heating, solar and other options before installers price the work. This may help when the building is historic or several systems could be suitable.

What should an installer explain?
An installer should show what the survey found, why the proposed system fits the building, what the quote includes and what it leaves out. Your group should not have to accept a product without an explanation.

Who makes the final choice?
Record who advised your group, who provided prices and who approved the choice. If one business both advises and quotes, compare its offer with the same questions you ask other installers.
Know who is advising and who is selling
An independent adviser can help your committee compare options without favouring a product. An installer can survey your building and price a system it can fit. Both can be useful; make sure you know what each person is being asked to decide or supply.
Ask what the survey found, which alternatives were considered and why a system was chosen. Local Energy Scotland decides grant eligibility. If FLO provides a design or quote, compare it with others against the same description of your building and needs.
