The answer
Do solar panels work on cloudy days?
Solar panels generate electricity in Scotland, including on cloudy days, but output changes with daylight, roof orientation, shade and system losses. A meaningful forecast models a full year at your actual roof rather than extrapolating a sunny afternoon.

How much does Scottish daylight change the result?
Solar PV works in diffuse daylight, so a cloudy Scottish day is not a zero-generation day. Output does fall when days are shorter and the sun is lower. That means a single annual figure conceals a strong seasonal pattern: do not expect panels to cover a winter heating load simply because their annual kWh total looks large.
Ask for a month-by-month generation estimate for your postcode and proposed roof face. The array's kWp is its rated peak capacity under test conditions; kWh is the electricity expected over time. A quote that treats those numbers as interchangeable is not giving you a usable forecast. Energy Saving Trust's calculator can give you an initial sense check, while an installation design should go further with actual roof details.

What on the roof changes the forecast?
Direction, pitch and shade all matter. Energy Saving Trust says east- or west-facing roofs can work, although a comparable unshaded array may generate around 15–20% less over a year than a south-facing one. That broad comparison is not a substitute for modelling your roof: a shaded south slope may perform worse than a clear east or west slope.
Chimneys, dormers, roof windows, trees and neighbouring buildings can reduce the number of panels and shade them at particular hours. The installer should show a layout, the shade assumptions and how the inverter handles differently oriented or shaded sections. Also ask about inverter, cable and other system losses. If a tree is assumed to be removed or trimmed, make sure that is a realistic, permitted plan rather than a hidden assumption.

How much of that power will lower your bill?
Electricity used in the property while the panels produce can replace grid imports. Surplus sent out may earn an export payment under a tariff with different terms. Your annual bill saving is therefore not the annual generation multiplied by your import price. A house empty at midday and a business with machines running all day can get different value from identical roofs.
Ask to see expected generation split into self-use and export, and the electricity prices assumed for each. If a battery is proposed, show the new split and the battery losses, then compare the added savings with its installed cost. A good survey should connect roof geometry to when you use electricity, not stop at 'Scotland still gets sunshine'.
